Press Release (Apr 13,2016)Start of the “Collaboration Program with the Private Sector for Disseminating Japanese Technology for Electricity Distribution Planning System in Vietnam”

Tokyo Electric Power Company Holdings, Incorporated (hereinafter, TEPCO HD) previously applied for JICA’s Public-Private Partnership project together with THE Power Grid Solution Ltd. (hereinafter, THE1) and the “Collaboration Program with the Private Sector for Disseminating Japanese Technology for Electricity Distribution Planning System in Vietnam” was adopted. As of today, TEPCO HD has started business activities with Hanoi Power Corporation (hereinafter, EVN HANOI2), which supplies the city of Hanoi in Vietnam.
The project’s objective is to transfer to EVN HANOI the distribution network planning know-how that Tokyo Electric Power Company Power Grid, Inc. (hereinafter, TEPCO PG) has accumulated for improvement of supply reliability, and distribution planning support software3 provided by THE, and to introduce their application to EVN HANOI.
In September 2016, the project will invite EVN HANOI staff to Japan for the purpose of training on how to design a reliable, Japanese-style distribution network and how to use its support software. Furthermore, from October 2016, the pilot project will start to demonstrate the reliability improvement in EVN HANOI’s pilot feeders.
For EVN HANOI, investment in the distribution network has been increasing in recent years due to the growing power demand. Amid this situation, it requires optimal investment methods for distribution network planning. In addition, it is targeting a dramatic reduction in SAIDI4. To tackle such issues, TEPCO group believes that it can contribute to an improvement in EVN HANOI’s power supply reliability through the transfer of TEPCO PG’s distribution network planning know-how and the introduction of support system provided by THE
This project is the first overseas business project since the holding company migration. TEPCO group will continue to actively develop its overseas business in fast-growing countries and regions, mainly in Southeast Asia, using the technology and know-how it has cultivated both in Japan and abroad.

3 Distribution planning support software
  Software that supports the distribution network planning process for purposes which include power loss reduction, system optimization by utilization averaging, power outage recovery simulation, etc.

4 SAIDI (System Average Interruption Duration Index)
  SAIDI indicates the average power outage duration per customer.
  EVN’s SAIDI was 2,110 minutes in 2015; TEPCO Group’s was 4 minutes in 2014.
